The California Department of Fish and Wildlife has been overstepping its authority by trying to regulate water rights in California. It recently tried to sneak a new water diversion restriction past landowners as part of an updated streamflow requirement. After impacted property owners got wind of the effort, and consulted with PLF, the Department withdrew the proposal. However, they have not foreclosed similar regulatory efforts in the future.
