leaders have all these organizations and also something to 0:41 offer this new 0:42 I think that our criminal justice system has gone overboard 0:46 and that we are ruining the lives in a lot a lot of young black man on wire 0:50 well or are over zealousness with the war on drugs I think that 0:54 putting someone in jail for 55 years for possession or sell a marijuana is 0:58 ridiculous it's absurd 0:59 and it's not proportional to the crime and what has happened as 1:03 over time as we've done more more policing in our big cities 1:06 there's a higher concentration of african-americans in our cities 1:09 there's a higher concentration of poor people but we're locking up a generation 1:13 of young men that I think would be 1:15 they have a chance in should get a second chance outside a prison 1:18 and I i'm willing to try to fix at I'm also willing to 1:22 have targeted tax cuts for the cities have offered a billion dollar tax cut 1:26 for Detroit 1:27 to let them bail themselves out not tell themselves that was someone else's money 1:31 but leave that money in Detroit what's the reception been to some of these 1:35 ideas 1:35 you know quite good actually I think what I found is for you to be wrong 1:39 jumping up down to hey I'm gonna be republican tomorrow but they tell me 1:42 they're glad that I'm there 1:43 they tell me that I'm glad that I'm competing for the vote speaking at traditionally and 2:14 historically black colleges 2:15 he's one of the very few on the republican conservative side doing it 2:19 so I applaud him for doing it whether the message punches through well you 2:22 have to start somewhere 2:23 and i think is getting a lot of kudos and any starting to get a lot of 2:27 attention from 2:27 party leaders in presidential candidates were watching what he's doing a very 2:31 fearless way and saying look 2:32 you know the democrats have been taking a black cloud and the Latino vote for 2:36 granted for quite a long time 2:38 and if we can offer competitive vision for economic growth 2:41 and and and building up their communities in ways that jack kemp 2:45 started get back in the nineteen eighties with empowerment zones which is 2:48 what senator paul was referring to that tax credits for the inner city 2:51 if we can bring that into the 21st century and be unafraid about talking 2:56 to these constituencies have tended not
