3:39 it was until months later we finally won those battles that 3:42 that they actually went on the wall street around the rest the country so my 3:45 apologies for certain that 3:47 a but but we did what we thought was important you see Wed 3:50 back in 2009 about a year and a half before the election to and I sat down 3:55 and talked about thought about ultimately prayed about 3:58 the state of our state and we saw that a state that had a 4:02 unemployment rate peaked at 9.2 percent state were under the previous government 4:06 lost 233,000 jobs were taxes are going up by over a billion dollars 4:11 by the governor democrats were charged before we saw state it was in trouble on 4:15 behalf of our two signs we said we gotta do something 4:18 and I'm proud to tell you some four-year plus years later 4:21 our state is turned around we couldn't have done it without the support of 4:25 people helping us out as you see when 4:27 when they came in with all those protesters they were trying to 4:30 intimidate us 4:31 that's what they do with the state at the federal at the local level 4:35 they tried to intimidate the big coverage special-interest when I'm proud 4:38 to tell you tonight 4:39 that we were not intimidated charged us with refocusing on why we're electing 4:43 the first place in the people we elected to serve 4:45 and instead of backing down we stood up and took the power 4:49 outta the hands are the big %uh verse special interest to put it firmly 4:52 in the hands of the hardworking taxpayers 5:00 SERR reforms 5:02 now we change unions in our state but but we we were able to change our 5:07 economic status we we went from 9.2 percent unemployment beginning a 2010 5:12 8.1 percent the month before I took office 5:14 were down about four and a half percent last month we took it 5:18 we have a labor participation rate that's well above the national level we 5:26 had a 5:27 3.6 billion dollar budget deficit turned it into a surplus in each in last year's 5:32 belzer budget moving forward 5:33 we have a rainy day fund its a hundred sixty five times bigger we took office 5:37 the pitch pension system the only fully fund in the country 5:40 we've done all the things you would expect economically fiscally the one I'm 5:44 most proud of us 5:45 how we change state local government for example our schools we now can hire 5:51 and fire based america's we got rid of seniority and tenure 5:54 the 6:03 member back in 2011 out as protesters at public schools are gonna fall apart we 6:07 did some like that 6:08 one here to tell you four years later graduation rates are up 6:11 third-grade reading scores are up ACT scores are now second best in the 6:15 country 6:16 but states where the kids take the exam protect exam but it's not just in those 6:24 areas you see we did other things as well sometimes people don't know about 6:27 this cuz I hear about the union's 6:29 but we did other things we we read in regulations we 6:32 we got rid a frivolous lawsuits we we did more 6:36 we defunded Planned Parenthood a pass pro-life legislation 6:40 the we pass Castle Doctrine a concealed carry so the people can protect 6:50 themselves 6:51 their family and their loved ones if they're law-abiding citizens 6:55 who would have thought this but we made Wisconsin the twenty first state in the 7:03 country to have the right to work 7:05 the freedom to work without being forced to beat a labor union the in our state 7:15 it's now 7:16 easy to though but hard to cheat if you want about the state wisconsin you gotta 7:20 have a photo ID to vote the next election the 7:24 the 7:31 and so I tell all the view that 7:33 not to brag well maybe not too much 7:36 but rather tell you in a state like wisconsin 7:39 a state that hasn't gone Republican for President since 1984 when ronald reagan 7:44 lasted for reelection 7:46 if a state like that can take ideas that are big 7:50 and bold and have them enacted and then elect a governor not just the first time 7:54 but a second time and a third time in four years 7:57 and now I like the governor but add additional seats in the majority 8:00 going from Democrat to Republican to adding more republicans adding even more 8:04 republicans last fall 8:06 if we can do in wisconsin we can certainly do in washington in all across 8:10 America 8:19 hey let me give you three quick reasons why that's important for our country 8:22 it's all about growth reform and safety 8:25 issue right now I think we've got a lot of politicians in Washington who think 8:29 we grow the economy by growing Washington 8:32 I got a message for we grow the economy in cities 8:35 in towns and villages all across this nation that people create jobs 8:40 not the government's about time to get the government out of the way that means 8:48 raining in frivolous and outta control losses particularly all those new ones 8:52 that the Obama administration put in place 8:54 it means once and for all repealing 8:57 Obama Care outright folio immediately 9:01 and putting patients and families back in charge it means using the abundant so 9:09 what God has given us here this country in on this continent 9:12 when it comes to feel energy supplies with all the above not picking winners 9:16 and losers 9:17 but using all that we have here on the West in all across the country 9:21 starting with approving the Keystone pipeline on day one 9:30 it means not only through kindergarten through twelfth grade but beyond 9:34 helping people get the education and the skills 9:37 and the qualifications they need to succeed in a way that says worker let 9:41 the other side 9:42 worry about how low wages are we're going to get people the skills they need 9:46 to succeed 9:47 with careers they pay two or three or four times 9:50 the minimum wage because we want everyone to be lifted up 9:53 in this economic recovery and finally it means lowering the burden when it comes 10:01 to taxes 10:02 warning the bird and hardworking taxpayers will be individuals 10:06 or a job creator so that we're competitive again in the world today 10:10 so that more american jobs can come back home to put more bark fellow citizens 10:14 back to work 10:15 that addition the growth we need to talk more about reform 10:23 again there's a huge cock dress think about people like the president Hillary 10:27 Clinton 10:27 they tend to measure success in government by how many people are 10:31 dependent on the cover 10:32 right are about you but I think for most service in this country 10:37 time as a kid you're a grown up there were killer learning that 11:51 work ethic from those first job sir 11:53 I think about my parents my dad a small-town preacher 11:56 my mom a part-time secretary in a bookkeeper at wonder that businesses in 12:00 town and 12:01 I think about them in my grandparents my Mike my moms parents 12:05 my group in grammar were performers the didn't have indoor plumbing until my 12:09 mother would after junior high school 12:11 my dad's dad my grampa Walker was a machinist 12:15 for 42 years a barber Colman I look back in life and for my brother I realize we 12:20 didn't hear it fame or fortune from our family 12:23 we got was the belief that if you work or 12:26 and you play by the rules you can't do and be 12:29 anything you want in america that's the American dream 12:33 and we did to be champions for everyone to live the American dream 12:41 it finally in addition the talking about growth 12:44 in about reform the last thing I want to spend a like them it for people all around this world including me and 13:28 my family 13:29 and I gotta tell you I think there's an increasing interest around this country 13:32 and around this world 13:33 for America to start leading again 13:42 this is this may seem odd but even though as a governor I don't deal with 13:45 this every day this has been at the top of my list concerns for the last year so 13:50 because when I see a a president who draws a line in the sand 13:53 and allows people to cross it when I see a president who calls I sis the JV squad 13:59 because Yemen a success story who cause 14:02 Iran Iran a place we can do business with 14:06 watchers troubles me I members a kid back in 79 AD 14:11 my brother David rise to put yellow ribbons around the tree in front of our 14:15 we should do business with 14:50 and then I look at this present year earlier this year he literally looked in 14:54 the eyes are the american people and said 14:56 the greatest threat for future generations is climate change 15:01 climate change why got a message for you mister president 15:06 the greatest threat for the american people the greatest threat for the 15:10 people the world 15:11 is not climate change it is radical islamic terrorism and we need leaders 15:17 are willing to stand up 15:18 and do something about it the we need a president 15:30 go under stairs that Israel is actually an ally 15:33 I will start trading your such the 15:42 and we need a president who has the courage 15:45 to look the american people in the eye and tell them something that might not 15:50 be easy to hear 15:51 you see it's not going to take a week or a month 15:55 or maybe even a year but our enemy today is not like the interview at the pass 15:59 it's not like for those of us who grew up in the cold war 16:02 were containment was enough know our enemy today is like a virus 16:07 it's like a virus if you don't take it out it will only come back stronger 16:11 and as I look at the world today on behalf of your children in mind I'd 16:15 rather take the fight to them 16:17 it said to wait until they bring the fight to us 16:29 itself there's a lot at stake is this next election 16:32 and there's a lot of great republicans either thinking about our re: in this 16:37 race but I would just ask who want to quit thinking that I A one in with a 16:40 quick story to bring this all home 16:42 I would ask is you consider you my support for president that you think 16:47 about the fact that there are really 16:49 a great emerging group of republican candidates but they're really kind of 16:52 all the two camps 16:53 there are fighters fighters 16:57 who have yet to win those battles and there are winners 17:01 winners have yet to fight those battles if we were to throw your hat in the ring 17:06 I would contend you that we could do both 17:08 fight those battles and Windows battles on the issues 17:13 that matter to everyday Americans to further our common sense conservative love America I love the people this country I'm upset with 17:37 the federal government I love american the people this great country and I'm 17:40 optimistic about the future 17:42 I'm optimistic not just because what i've seen in my state but in many other 17:46 states across this country 17:48 were the last 45 years we've seen common sense conservative republican reformers 17:54 take office in our state's and transform those states 17:57 transform those states moving forward but more so than just what we see in the 18:02 last two years I'm an optimist because 18:04 I love the history of america and I know 18:08 the history of america will lead us to better days to come you see 18:11 as a kid I grew up loving history so much 18:15 I thought of our founders as almost bigger than life 18:19 superheroes in my mind and so over the years though we never had a chance to go 18:25 to Philadelphia to 18:26 couple years back to deny my wife and I who's here with me tonight we got a 18:30 chance to go to 18:31 Philadelphia for the first time in as you can imagine is someone who loved 18:35 history loved thinking about those 18:36 remarkable founders we get up early in the morning 18:40 we went over past the Liberty Bell in with the park service we went into 18:44 Independence Hall 18:45 for you ever been there you know it's pretty small 18:49 about a fraction to the stage right up here and so as I get up there early the 18:54 morning as the Sun was coming up 18:57 and I looked into the room and kinda took it all and 19:01 I looked at the desk and I look at the cheers 19:05 and is ready to be blown away but instead it dawned on me 19:12 is ordered people is were ordinary people were done something quite 19:17 extraordinary 19:18 you see these were people who did just risk their political careers 19:23 these were people did just rest their business ventures 19:26 is were patriots 19:29 patriots who risked their lives 19:31 for the freedom we order today ways a gentleman here tonight i would tell you 19:36 that moments like that 19:37 remind me that what makes America 19:41 great what makes us exceptional what makes us the greatest country in the 19:47 history of the world 19:49 is been all throughout our nation's history 19:52 in times of crisis period economic or fiscal 19:56 the military or spiritual what makes 19:59 America amazing has been all throughout there's times 20:05 there had been man and women of courage 20:09 who bid one to think more about the future of their children 20:13 and their grandchildren than they thought about their own futures 20:17 ladies and gentlemen here tonight i would tell you that this 20:21 is one of those times this is one of those moments in history 20:25 this is the opportunity for us to look back and tell future rick santorum told me you don't need 21:46 to break the filibuster to repeal Obamacare but if it's necessary to do so 21:50 will you urge a republican colleagues to invoke the Harry Reid role that he used 21:55 last year to break the filibuster 21:57 to repeal Obamacare root-and-branch yes 22:00 absolutely the secondly 22:05 we've seen to Supreme Court 22:08 decisions in two days disappoint all judges disappoint David shooter 22:12 disappointed the most 22:13 how will you find original lists how have you found original list 22:18 who will interpret the law and not make it 22:21 was a great question it again it's one of those where I can do more than talk 22:26 about I can point to my record as governor I take that very seriously I'm 22:29 not a lawyer 22:30 up that's worth applause state of Wisconsin I take that very seriously because 22:45 that's a legacy that will far outlast me no matter what the future might hold 22:49 in so I put together group including a number folks were active in the federal 22:53 society in my state across the country 22:55 as well as a number of other legal scholars to help me narrow the group 22:59 with applicants for any circuit court 23:01 Court of Appeals eventually so there's supreme court appointment my state 23:05 they narrow it down they give me a group love 23:08 finalist and I interview them thank you to their involvement in mind as well or 23:12 three simple litmus test 23:14 I want men and women of integrity there were people who are scholars and 23:18 understand the law 23:19 and most importantly only know that people understand with 23:23 absolute certainty throughout a very deliberate backroom process and 23:27 otherwise 23:28 that they understand that the sole role the gesture 23:31 in the states importantly the country is to uphold the Constitution the United 23:36 States 23:36 and those laws duly enacted under it no more 23:40 no less the my third questionnaires to do something I've been talking a lot 23:50 believe that while one other was secretary the state 27:27 the other could be doing speeches and we have a foreign governments being paid 27:30 millions of dollars for that I think any any high school freshman taking an 27:35 ethics course could tell you that's a conflict of interest 27:38 when you look at this pattern what it tells to me is the clinton's think there 27:42 is a different set the rules for them 27:44 there is for the rest of america and I think that goes to a larger issue that 27:47 says 27:47 Hillary Clinton is Bowl flea out of touch with main street america it's 27:52 about time we stand up and pointed out 27:54 even if the main street meat is not going to do it 28:04 everybody says Scott lockers a winner he stood up against everything the left 28:08 could throw at him
