to 0:24 have so many good people running for president as I pointed out last night 0:31 the democrats can even come up with one good candidates in good shape so my 0:38 first RedState Gathering happen to be the first one ever the 16 years ago I 0:43 remember it was here in atlanta believe it was at a Hyatt or one of those with 0:47 smaller gathering in this and i was just a candidate for the senate nobody knew a 0:52 lot about me and I i was in a campaign that no one gave much of a chance that 1:00 wasn't so long ago just six years ago and time flies so quickly and that's 1:05 important because eric is asked us to speak today about why we view this 1:08 country by the year 2020 what will america look like five years from now we 1:13 look back to six years from now and see how much the world has changed in our 1:17 country and our political process and so we realize that the year 2020 will be 1:21 here quicker than we even imagine it's a really important question I said it last 1:26 night I believe with all my heart this election has to be about the future 1:29 because America has always been about the future 1:32 a nation proud of its history without a doubt but we have always been a nation 1:36 of people that believe that is greater our history has been an even greater 1:40 future awaits and there's anything that troubles me is it that sense seems to 1:44 have eroded so let's start by laying out some perspective yes our country faces 1:50 extraordinary challenges important challenges as it always has 1:54 but what country in the world would you trade places with what nation on earth 2:00 would you rather be what people would you trade places with the last time I 2:04 checked there weren't boatloads of American refugees washing up on the 2:07 shores of Brazil Brazil's about example I shouldn't be any country for that 2:16 matter is on the shores of the Bahamas or Jamaica may be on vacation but this 2:22 is still a great country it really is what troubles us as it can be even 2:26 greater what troubles us is that it's not fulfilling its potential and we know 2:30 that it isn't as we feel that in our everyday lives why is that happening 2:35 the answer to that question will answer what this country needs to look like in 2:38 twenty twenty years reason number one the economy is rapidly transforming ten 2:44 years ago there would be no red state ten years ago many of the people who 2:48 influence the political process would not be in business you had to work for a 2:52 major syndicator you had to work for a big newspaper if you want to give your 2:56 opinion that alone gives you an example of how much the world has changed but 2:59 let's go further I pointed out this last night in the debate the largest retailer 3:04 in the world 3:06 owns not one single store Amazon the largest ground transportation company 3:12 doesn't own a single-car, Uber the largest hospitality company Airbnb 3:18 doesn't own a single hotel much less hotel room this is a different economy 3:21 and it's not just different it is changing faster than the economy has 3:26 ever changed you know when the telephone was invented it took its 75 years to 3:30 reach 200 million users it took Instagram two years to reach 200 million 3:35 users it took candy crush less than one year to reach a hundred million 3:39 so not only is the world different it is changing faster than it's ever change 3:45 before so the question for america is are we gonna be left behind by these 3:49 changes or are we going to influence them are these innovations gonna happen 3:54 here are they going to happen somewhere else and they've been disrupted many of 3:58 the jobs that once sustained families are either gone replaced by a machine or 4:03 they don't pay with those jobs once paid I understand they've been disruptive and 4:07 it makes our people feel insecure about today and fearful of the future and what 4:11 it means for their children but the new economy holds the promise of creating 4:16 jobs to replace the old jobs that actually pay more 4:19 the question is will those jobs be created an American 2020 or will they be 4:24 created in China will they be created in America or in India in America or in 4:29 Canada that's the choice we have to make now I will tell you that in making that 4:34 choice we remember that big government has never been a good idea ever but you 4:40 could get away with it to a certain extent in the 20th century cuz we didn't 4:43 have that much competition half the world was communist the other half was 4:48 struggling and america was the one place on earth where you could do business 4:52 that's not the case anymore we now compete with dozens of developed 4:56 economies all trying to be like us and so the first question of debt will 5:01 decide what this nation looks like in 2020 is will we or will we not be the 5:05 best place in the world to create the best jobs of the 21st century and that's 5:10 where the opportunity lies for the conservative movement you see if we want 5:14 to be the best place in the world to create those jobs that starts with a tax 5:17 code that makes us the best place in the world to create those jobs so 5:22 that's why we want to lower taxes on all businesses especially small businesses 5:29 that's why we want to have a tax code thank you very much 5:33 that's why we want to have a tax code that says the more people you hire and 5:37 the more you invest in your company the less you owe the IRS that's why they 5:41 want to talk to the test if you're an American company and you have millions 5:44 of dollars overseas that you made in another country we want you to bring 5:48 that money back and we won't double taxi that's why we want tax reform because it 5:52 makes us the best place in the world to create those jobs that's why we want 5:56 regulatory reform we want regulatory reform because we know the more 6:01 regulations the less innovation the more regulations the harder it is for someone 6:05 to start a business out of the spare bedroom of their home you want evidence 6:09 of that for the first time in 35 years we have more businesses dying we do 6:14 businesses starting that doesn't sound like America and it doesn't sound like 6:17 our potential but if we reduce regulations we can change that and we 6:22 have devastating regulations one was just issued on Monday of this week it 6:28 basically created this carbon mandate out of the EPA and you know what that's 6:31 going to do its gonna make everything in america more expensive not the least of 6:35 which is starting a business but you know who it really hurts the people who 6:39 are trying to make it if you're rich billionaire in california who feels 6:43 guilty because for years and years you were a polluter maybe you can afford 6:48 $1000 increasing your utility bill but if you're single mother raising two 6:52 children in Atlanta or anywhere in this country and your utility bill goes up by 6:56 $50 that's catastrophic and that's what these radical environmental policies are 7:01 doing to america and are doing to our economy and that's why we need to 7:06 reverse that decision from the EPA 7:14 the third thing we need to do it we want to lead the world in the best new jobs 7:17 by the year 2020 we have to lead the world in energy production we have been 7:22 blessed with oil and natural gas and abundant resources we need to fully 7:26 utilize them and if we do we will create a manufacturing Renaissance in america 7:36 the fourth thing we need to do we want to have the best be the best place in 7:39 the world by the year 2020 to create the best paying jobs we have to repeal and 7:44 replace Obamacare 7:50 and people always say we'll replace it with what I say it's pretty simple 7:53 replace it with a system that empowers the individual replace it with a system 7:57 that says from now on every American will be able to use tax-free money 8:01 whether it's a tax credit or your own money or money your employer gives you 8:05 and you will be able to use it to buy health insurance across state lines of 8:09 the kind you want from any company in America that will sell it to you 8:17 the pit thing we need to do to lead the world in the best new jobs in the 20th 8:23 century by the year 2020 is we must balance our budget 8:27 the national debt by the way is not just an accounting problem 8:30 the national debt is a job-killer it guarantees a debt crisis that has the 8:34 most predictable crisis in American history and neither party has done 8:38 enough to address it to deal with the debt crisis we have to deal with the 8:42 cause of the debt and what's driving our long-term debt problem is very simple 8:47 Social Security and Medicare are structured for me for future generations 8:51 in a way that's not sustainable now before people gasped and say oh they're 8:55 going to hurt people on medicare let me remind people something I live in 8:59 Florida there a lot of people in Florida on Medicare and Social Security my 9:04 mother is one of them I would never be for anything that is bad for my mother I 9:12 don't want her Social Security to change I don't want her Medicare to change 9:16 unless it gets better and guess what it doesn't have to change when I talk about 9:20 changing social security and medicare you know who I'm talking to talking to 9:24 me I'm 44 years old after last night I feel 45 9:31 my people and younger than me are medicare and social security is going to 9:36 be different one way or the other it's going to be different if we do nothing 9:40 it'll be different if one exists if we act now it'll be different I'm gonna 9:45 have to work one year longer than I my parents did when I retire my benefits 9:50 are going to grow as fast as my parents benefits may have grown especially about 9:53 make some money 9:56 these are not draconian changes I have thirty years to plan for this 10:01 the point is it is not too much to ask for future generations to accept the 10:04 Social Security and Medicare that's different than our parents because in 10:08 return we can balance our budget we can save those programs and people who are 10:12 on them now will not have to experience a single disruption and this is the only 10:16 way we're going to be able to deal with it if we do these things I don't want to 10:23 burn too much time so let me hurry up if we do these things we will lead the 10:27 world in creating the best jobs in the 21st century and that reminds you why 10:31 this country so desperately needs limited government and free enterprise 10:34 because only limited government and free enterprise can make these things 10:38 possible we can lead the world in the best jobs of the 21st century jobs that 10:42 pay more than the jobs that are going away 10:45 yes we won't have as many cashiers taking your order at the fast-food 10:48 restaurant your order is going to be with the touch screen but the good news 10:52 is the people that installed that touch screen maintain that touch screen and 10:56 one day we'll replace that touch screen they make a lot more than the cashier 10:59 didn't which reminds us of the second challenge that we face and that is the 11:03 best new jobs the 21st century are going to require more skills and the jobs the 11:08 20th the problem is we also have an outdated higher education system it 11:13 begins with the fact that we no longer do vocational training in america and 11:16 for the life of me I don't understand why 11:21 why don't we teach why don't we teach young Americans why don't we teach 11:26 people in high school how to fix airplanes and cars had to be welders and 11:30 plumbers and electricians you know what these jobs pay a lot more than Greek 11:33 philosophers make 11:39 and we congratulate people from high school ready to work in these careers 11:43 when I'm president of the united states God willing we will do what we did when 11:47 I was speaker of the Florida House we will help more people enter vocational 11:50 careers so when they graduate they can find a job and they can support their 11:55 families and have upward mobility here's a second challenge and let me tell the 12:02 real story the second challenge because you probably know someone maybe this is 12:06 you imagine if you're single mother raising two children you work as a 12:11 receptionist in an office and you make $14 an hour that is not a lot of money 12:16 the only way you're ever gonna get a raise is Ave you win the lottery or be 12:23 you go back to school and acquire skills that allow you to get a better paying 12:26 job 12:27 the problem is how can you go back to school you have to work full time and 12:31 you have to raise a family we can change that we can change that by allowing 12:37 people to acquire a degree based on what they have learned not how many hours 12:41 they sat in a classroom so 12:47 so that you get credit for what you already known as you've been alive if 12:51 you worked in places if you're a natural learner you've learned things someone 12:55 should give you credit for what you already know and then whatever you were 12:57 missing you should be allowed to package it to a variety of sources online 13:01 coursework work experience life experience unpaid interest it's 13:05 basically package all of that learning into the equivalent of a college degree 13:09 flexible programs that allow people have to work full time to acquire the 13:13 learning they need for a better paying job 13:15 the private sector is already doing this we need to do more of it as a nation by 13:18 opening up financial aid outside of the monopoly of higher education to allow 13:23 people to learn an alternative ways you know I that's not possible because 13:27 higher education today is a monopoly what it means is you have to be an 13:32 accredited college or university in order to award degrees will guess who 13:36 credits the colleges and universities colleges and universities and so since 13:40 they acquitted themselves they don't want any competition and since they have 13:44 no competition they can charge whatever they want so you increase Pell Grants 13:48 day increased tuition you make more loans available they charge you more and 13:52 what do they use that money for to build pools to build gems to Bill workout 13:57 facilities not to improve student quality from now on in this country we 14:01 need to ensure that every American can acquire learning in a degree in a better 14:05 paying job so that single mother instead of making $14 an hour can make $60,000 a 14:10 year as a paralegal or a dental hygienist that'll change her life 14:14 that'll change your family's life 14:18 I'm not saying I'm not saying the traditional higher education doesn't 14:23 have a place after all where we gonna get college football we don't have 14:27 traditional higher education I'm not seen as a place here's what I am saying 14:33 here's what I am saying we can't graduate people anymore with thousands 14:37 of dollars in student loans and a degree that doesn't lead to a job and so I 14:42 believe that before you take out a loan schools that have to tell you this is 14:45 how much people make when they graduate with a degree that you were seeking from 14:49 our school and then you can decide if it's smart to borrow $50,000 to be a 14:53 Roman or Greek philosopher because the market the market for those philosophers 14:57 has tightened over the last two thousand years 15:05 if we make it we modernize our economic policies by the year 2020 we will lead 15:10 the world in the production of those best jobs if we modernize higher 15:13 education we will have the most skilled workforce in the world two more quick 15:17 topics that we have to touch the first is we cannot fulfill our potential we 15:21 are not safe and that's why america must remain the strongest military power on 15:25 the planet 15:31 we are losing our age are we have a foreign policy that treats our 15:35 adversaries better than our 15:36 then our allies we have a president that's more respectful the ayatollahs in 15:41 Tehran that he is the prime minister of israel we have a deal with Iran that 15:47 guarantees they're gonna have a nuclear weapon and the ability to strike this 15:50 very city before a decade is out these are dangerous developments we have the 15:55 spread of radical jihadists and it isn't just Isis al-qaida still in business 16:00 didn't become stockbrokers they're still looking to kill Americans so his own 16:05 newsroom and the course on group radical jihadist of spread across multiple 16:09 continent in dozens of countries including the united states and we need 16:14 to find them before they find us we need to know more about them than about us we 16:18 need to be able to confront china in the asia-pacific region before they take 16:22 over the most important shipping lanes in the world we need to reinvigorate 16:25 nato before Vladimir Putin redraws the lines of europe we need to have answers 16:31 to Iran's nuclear program before they're able to strike an attack us and we must 16:35 work with our allies in the middle east of defeat radical jihadist because they 16:39 will not stop they will not go out of business they must be defeated 16:46 and my final point and I'm abbreviating this to the purpose of the time my final 16:52 point by the year 2020 there's something that will be true in the year 2020 that 16:56 has always been true you can have a strong country without strong people and 17:02 you can have a strong people without strong values no one is born with strong 17:07 values strong values are taught to you 17:10 strong values instilled in you and strong values have to be reinforced 17:14 wrong valleys hard work discipline self control 17:18 respect for others every single one of us has to be taught these things they 17:23 have to be instilled in they have to be reinforced until it's our turn to do the 17:26 same for our children those strong values were they talk they're taught in 17:30 the family so why are those values are raiding the family's eroding the family 17:37 America's rodeo and it's a devastating economic impact on our country the 17:44 single greatest determinant of economic and academic performance is a strong 17:48 family always tell people they say you don't come from privileged I said oh yes 17:51 I do I was raised by two parents who are married to each other 17:55 loved us and raised us in a strong and stable home that's an extraordinary 17:58 advantage 18:09 so what can government do about it well look the primary the primary job having 18:15 strong families is on us as individuals is unnecessary fathers and mothers 18:19 husbands and wives members of a community volunteers in our church 18:23 that's where the real difference happens in america on a daily basis that's the 18:28 greatest contribution any of us can ever make but we have to have a government 18:32 that pro-family and its policies we have to have a tax code that no longer 18:36 punishes marriage we have to have a tax code like I do thats pro-family that 18:41 that allows working families to keep more of their money not the government's 18:44 money we have to have safety net programs that don't punish you for 18:48 getting married we have to have safety net programs that encourage work in 18:52 education that say if your gonna be receiving government assistance you 18:55 either have to be working for you have to be going to school so you can find a 18:59 better paying job and never rely on it again 19:06 but we also need we also need a government and a policy that protects 19:10 protects the right of every single protects those institutions that 19:15 assistance in instilling values and no institution in our society has played a 19:20 greater role in helping families to instill values and our children in the 19:23 faith community and that's why I believe this country needs an attorney general 19:27 and a supreme court justices in fact justices across the board who will 19:32 protect and defend the right of every american to live out the teachings of 19:36 their faith at home at work and in their businesses 19:45 so what does this all mean that we can do these four things I believe the 19:50 greatest era in American history is within our reach and you should too 19:55 there is no reason why the 21st century can't be better than the 20th century 19:58 there are literally hundreds of millions of people on earth that can now afford 20:03 to buy what we built what we sell the services we offer there are literally 20:09 hundreds of millions of people who can afford to invest with us who can be our 20:13 partners in trade and commerce this is an extraordinary development we are just 20:18 five percent of the world's population we now have hundreds of millions of 20:22 people we can do economic transactions with and that means more prosperity for 20:26 them and for us the 21st century's a time of extraordinary promise and we can 20:32 lead the way in fact only america can lead the way for the choice if we 20:38 decline what is the world look like america declines of America declined 20:44 someone else will rise up to try to take our place but it won't be a country that 20:49 believe that our rights come from our creator and won't be a country that 20:53 respects human rights and dignity and won't be a country that believes in 20:56 freedom of speech or the right of each individual to fulfill their god-given 21:00 potential won't be a country that respects religious liberty of its China 21:06 Russia that replaces us what kind of world we leave for our children of the 21:10 most powerful country in the world 21:12 censors the Internet forces women to have abortions and does not allow 21:16 churches to choose their own leaders because this is the world we will leave 21:19 our children of America declines that is too stark choice before us which leads 21:25 me to my final point in our conclude six years ago when I appeared before red 21:30 state I was an extraordinary underdog and I mean not meet story there that I 21:35 was a deep underdog in the race 21:36 my opponent was the governor of Florida at the time charlie Crist 21:44 yes 21:46 I don't either way 21:49 yeah 21:51 anyway and I was trailing him by like 40 points in the polls 21:58 the only P was out raising me like 10 21 the only people I thought I could win 22:04 all lived in my home for them were under the age of 10 and everything I knew 22:13 about politics told me you run you lose the entire establishment wasn't gonna 22:17 forget going to washington and meeting with a senatorial committee and they 22:21 told me know you're going to lose your gonna get hurt in the process I don't 22:24 know what that meant for weeks I was checking to make sure no one to loosen 22:28 the tires and the crime but I ran anyway why are there a lot of reasons why iran 22:35 but may be the same as the same when I'm running for now and it's this not 22:41 because I believe that was entitled to serve in the Senate in politics 22:45 America doesn't only anything but I have a death to America I will never repay 22:52 you see this isn't just a country I was born in this is the nation that 22:56 literally changed the history of my family when my father was nine years old 23:00 he was a young boy in Havana Cuba and his mother died so my father had to 23:07 leave school and go to work it would work for the next seven years of his 23:11 life and he would never go back to school years later he married my mother 23:15 in 1956 they came to America why is the only place on earth where people like 23:20 them we have a chance and they never made a big year ever famous never reach 23:25 they worked hard it's interesting when you're nine years older 15 years old for 23:30 that matter you have big dreams those things you dream of being when you grow 23:33 up all of that was impossible for my parents the very purpose of their life 23:38 became to give their kids the chance to do all the things they never could all 23:43 the things that were impossible for them they wanted them to be possible for us 23:46 that's what the purpose of their life became here in america my father worked 23:52 as a bartender in a hotel just like this banquet halls like this I actually 23:57 worked with him a few of those events you work nights 24:00 it worked weekends holidays he worked well into the seventies he was grateful 24:07 for the work he had but that's not the life he wanted for us 24:11 my father stood behind the bar all those years in the back of a banquet hall just 24:14 like this so one day I can be anything I wanted including standing on that stage 24:19 last night before 24 million Americans as a candidate for the highest office in 24:24 the land the journey from behind that bar to where I live today to me that is 24:31 the essence of the American dream 24:34 that's what makes us different that's what makes us special and so yes I ran 24:39 for the Senate against extraordinary odds and I run for president now for one 24:42 very simple reason I still want that journey to be possible for the people 24:46 trying to make it now because I realize that every country in the world has rich 24:51 people every country in the world has famous people but only america has 24:57 people that did with my parents did and what your parents only america has 25:01 millions of people that are able to do for their children with my parents did 25:05 for me and what your parents you what unites us as a people is that every 25:09 single one of us is but a generation or two removed from someone who made our 25:13 future the purpose of their lives and that's what makes us special and if we 25:18 ever lose that we stopping special and so the reason why I entered public 25:23 service why Iran against charlie Crist in that senate race and why run for 25:27 president now is because I want us to still be that kind of country because I 25:32 believe that if we do a few simple but important things over the next few years 25:35 not only will that journey still be possible it will be possible for more 25:39 people than it's ever been and we will be able to leave for our children not 25:44 just a great country but the greatest nation greater than it's ever been and 25:48 we will be able to say that we were the authors of a 21st century that history 25:52 will record was also an American Century this is the opportunity before us and I 25:57 hope we embrace it 25:58 thank you for the chance to talk to you today God bless thank you 26:20 question we have the situation in the Middle East we had a republican 26:28 we went to war with in Afghanistan and Iraq in people tired of the war 26:33 situation how do you explain to people that ice is a threat we need to deal 26:37 with but it's not going to mean another republican president you just keep this 26:41 award will first understand who Isis Isis is not new I was once called 26:45 al-qaida in Iraq saying they were defeated by Sunnis ice is a radical 26:50 Sunni Muslim movement Sunni tribes defeated Isis with our help and drove 26:55 him then al-qaida in Iraq and drove him out into a border region and they were 26:59 nothing they were out there but they weren't really substantial and then the 27:03 Civil War began in Syria and that instability allowed this group that had 27:07 moved into Syria to grow and then they started getting more powerful and 27:11 attracting donors and then before you know it they crossed over into Iraq and 27:15 seized territory and weapons the only way that Isis can ultimately be defeated 27:20 is on the ground by Sunnis themselves but they will require some help from us 27:25 for example we can help them we can help Sunnis themselves defeat ices and when I 27:30 mean cities themselves i mean people like the Egyptian army and the saudis 27:34 and the jordanians who want to fight ice on the ground 27:37 what they need from us as air support logistical support tactical help some 27:41 special operations forces to help them with targeting the fight has to be there 27:45 is it's their region and they want to take the fight on what they requires 27:49 american leadership what's the alternative if we don't succeed 27:52 well i can tell you what's already happening today Isis is not just in Iraq 27:56 and Afghan in Syria Isis is now in Afghanistan they are openly battling 28:01 with the Taliban to become the most incredible group in Afghanistan Isis 28:06 today isn't Libya they can prolong port city called are now that they're using 28:10 to stage attacks not just in the Sinai but preparing attacks in Europe as well 28:15 isis has now affiliates throughout multiple countries in North Africa 28:18 including as Pakistan in europe and in the caucuses they are spreading they are 28:23 growing and they are recruiting people within the United States as well we have 28:27 to be involved in the effort to defeat them but the best way to defeat them is 28:30 not with an american invasion it's with american support for Sunnis themselves 28:34 to defeat them along with courage and yes 28:37 even Christians no one talks about them we should also armed Christian militias 28:40 that want to defend their their their wives and their families 28:44 junior varsity junior varsity where they've got a pretty strong junior 28:54 varsity ice is not unbeatable it can be defeated but you have to have the will 28:58 to defeat them you have to want to defeat him you have to have a plan to 29:01 defeat them your strategies you can't just be let's do the bare minimum and 29:04 leave it for the next guy or gal to deal with it which is what this 29:07 administration is doing now 29:08 direct from atlanta range is a student in high school the fear of shit and it 29:12 terrifies me some estimates put textbook inflation at eight hundred percent in 29:16 tuition inflation at 300% how can you make college education more accessible 29:20 to students that's a great question first of all to more competition what 29:25 drives up quality and drive down prices on everything 29:28 competition and innovation the same is true in higher education for starters I 29:33 don't know what major he wants to have but he shouldn't just be having to go to 29:36 an accredited school are traditionally accredited school that's what Mike Lee 29:40 and I have been working on his alternative accrediting models that 29:43 allow you to learn on your own in fact those things exist already things like 29:47 Coursera that allow you to aggregate learning from a variety of different 29:51 sources into the equivalent of a degree that's for starters number two in terms 29:55 of avoiding the costs 29:57 i've we've instituted the notion that there should be something called and 29:59 student investment plan that allows private investment groups to invest in 30:03 our students you come forward you say this is my life plan here's my resume 30:07 here's my GPA here's my transcripts and you convince them to pay for your 30:11 college in exchange for you paying a small percentage of your income over 10 30:16 years or five years all the risk is on the investment group 30:19 this is a model that we've explored this is a model that we've laid out as an 30:22 alternative to student loans but ultimately it is the competition that's 30:26 going to drive down tuition costs increase choices an opportunity for 30:30 students today higher education in the traditional model they have no 30:33 competition as outlined in my speech only accredited colleges can offer 30:37 degrees and guess what credits them their credit themselves and so they used 30:41 that power to keep out innovative competitor 30:44
