The just-passed state budget was the first big test for Democrats who now have control of the New York State Senate and Assembly. State Sen. Todd Kaminsky joins News 12's Stone Grissom in the studio to talk some highlights of the spending plan, which include the controversial congestion pricing, a ban on plastic shopping bags, a permanent 2% property tax cap and a nearly 4% increase in state education spending.
